Please note that with the June 29, 2011 comes into force the Federal Law of 28 December 2010 № 394-FZ "On Amendments to Certain Legislative Acts of the Russian Federation in connection with the transfer of authority for certain types of state control by the customs authorities of the Russian Federation" on the basis of which the customs authorities delegate the implementation of the checkpoints on the Russian border transport controls in full, as well as the authority to check documents in respect of controlled goods for sanitary-quarantine, veterinary and quarantine phytosanitary control.
In this regard, I am, please take into account and give appropriate instructions to the sender that when you send in the container are several different kinds of goods subject to control by the bill of lading to be sure that you attach to each kind of specification. Description of the goods must be displayed in detail.
If the specification of goods is not sufficient to identify all the goods loaded in the container, the container UNLOADING WILL BE PROHIBITED CUSTOMS INSPECTOR, AND CONTAINER MUST be returned in the port of departure.
Originals of phytosanitary and veterinary certificates must be provided with pre-shipping lines agents, in a period of not less than 1 (one) day prior to arrival at the ports of East / Vladivostok. In that case, if the agent does not receive the original phytosanitary and veterinary certificates within the specified time, then accordingly we can not provide documents to the customs authorities in a timely manner. If you violate the terms of providing documents, the customs inspector may prohibit discharge of the container in the port of discharge.
